Position Overview The HSE Officer is responsible for supporting the implementation, monitoring, and continuous improvement of health, safety, and environmental (HSE) practices across operational, laboratory, workshop, testing, industrial, and field-based environments. The role works closely with employees, contractors, supervisors, and management to help ensure all activities are conducted safely, efficiently, and in compliance with applicable UAE regulations, industry standards, and organizational HSE requirements.
Key Responsibilities 1. Risk Assessment & Control
Support the development, review, and updating of Risk Assessments and Method Statements (RAMS) for operational activities, projects, contractors, and suppliers.
Assist in identifying workplace hazards and evaluating associated risks across various work environments.
Verify that required permits, authorizations, and safety documentation are available and in place before work commences.
Support the implementation of risk control measures and safe systems of work.
Monitor compliance with established safety procedures and operational controls.
2. Site Support & Safety Monitoring
Provide day-to-day HSE support across operational sites, facilities, workshops, laboratories, and field activities.
Assist personnel in identifying hazards and conducting risk assessments for planned work activities.
Participate in routine workplace inspections, audits, and safety observations to identify unsafe conditions and behaviors.
Monitor compliance with HSE requirements and report non-conformances or potential risks.
Escalate safety concerns, incidents, and unsafe conditions promptly to management.
3. HSE Documentation & Reporting
Support the implementation and maintenance of the organization's HSE Management System.
Maintain accurate HSE records, including inspection reports, incident reports, audit findings, and corrective action logs.
Assist in preparing periodic HSE performance reports and safety statistics.
Monitor and track safety observations, near-miss reports, corrective actions, and preventive measures.
Ensure HSE documentation is properly controlled, updated, and readily accessible.
4. Training & Awareness
Support the delivery and coordination of HSE training programs for employees, contractors, and visitors.
Assist in conducting safety inductions, toolbox talks, safety briefings, and awareness campaigns.
Help develop and distribute safety communication materials, including bulletins, alerts, posters, and guidelines.
Promote a positive safety culture and encourage proactive hazard reporting.
5. Incident Management & Emergency Preparedness
Assist in reporting, investigating, and documenting incidents, near misses, and unsafe occurrences.
Support data collection and analysis for root cause investigations and corrective action development.
Participate in emergency response planning, drills, and exercises to enhance preparedness.
Assist in monitoring the implementation and effectiveness of corrective and preventive actions following incidents.
Experience
1–3 years of experience in Health, Safety, and Environmental (HSE) roles, preferably within engineering, manufacturing, industrial, construction, marine, logistics, technology, research, or operational environments.
Experience supporting HSE programs, inspections, risk assessments, and incident investigations.
Working knowledge of UAE HSE regulations and relevant international safety standards is preferred.
Education & Certifications
Certificate, Diploma, or Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
NEBOSH International General Certificate (IGC), IOSH Managing Safely, or equivalent HSE qualification preferred.
Additional HSE certifications and professional development training are considered an advantage.
