Procurement Specialist - UAEN Only
The Procurement Specialist is responsible for managing the full procurement lifecycle, from planning and requirements gathering through sourcing, supplier evaluation, negotiation, contract award, and supplier performance management. Working closely with internal stakeholders, the role ensures the delivery of cost-effective, compliant, and timely procurement solutions that support business objectives while maintaining high service standards and adherence to procurement policies, procedures, and governance requirements.
Key Responsibilities
Strategic Sourcing & Procurement
- Partner with business stakeholders to identify procurement requirements and support the development of procurement plans.
- Lead end-to-end sourcing activities for assigned categories, services, and business requirements.
- Review scopes of work, specifications, budgets, and timelines to ensure sourcing requirements are clearly defined.
- Develop sourcing strategies aligned with organizational objectives and project priorities.
- Conduct market research, supplier analysis, benchmarking, and market assessments.
- Identify opportunities to consolidate spend, improve commercial outcomes, and increase procurement efficiencies.
- Monitor procurement activities, highlighting risks, delays, and dependencies.
- Ensure all sourcing activities are conducted in accordance with procurement policies, governance requirements, and delegated authorities.
- Maintain accurate procurement documentation, sourcing records, evaluation reports, and award recommendations.
- Identify opportunities to improve competition, supplier diversity, and value delivery.
Contracting & Negotiation
- Support stakeholders throughout contract negotiations and supplier selection processes.
- Lead commercial negotiations to secure favourable contractual terms and conditions.
- Coordinate contract reviews with Legal, Finance, and business stakeholders.
- Manage contract renewals, amendments, expiries, and close-out activities.
- Ensure appropriate planning for re-tendering, extensions, or renegotiations.
Supplier Management & Performance
- Identify, evaluate, and select suppliers based on quality, cost, reliability, and technical capability.
- Manage supplier onboarding, due diligence, compliance reviews, and approval processes.
- Build and maintain productive supplier relationships.
- Coordinate supplier performance reviews and improvement initiatives.
- Resolve supplier-related issues relating to performance, delivery, invoicing, and compliance.
- Support supplier rationalization, consolidation, and offboarding activities where required.
Cost Optimization & Compliance
- Identify and deliver cost-saving opportunities and improvements in total cost of ownership.
- Ensure compliance with company policies, ethical standards, and applicable regulations.
- Produce procurement reports, dashboards, and performance updates.
- Monitor procurement KPIs, sourcing timelines, contract milestones, and supplier performance metrics.
- Analyse procurement data to identify trends, risks, bottlenecks, and process improvement opportunities.
- Maintain knowledge of procurement best practices, governance requirements, and market developments.
Stakeholder Engagement & Collaboration
- Partner with stakeholders to understand business priorities and provide effective procurement solutions.
- Collaborate across functions to manage dependencies and ensure successful procurement outcomes.
- Maintain clear communication and strong working relationships with stakeholders at all levels.
- Ensure timely completion of procurement actions, approvals, and deliverables.
Continuous Improvement & Procurement Advisory
- Provide guidance on procurement processes, sourcing approaches, and commercial best practices.
- Identify opportunities to improve procurement processes, systems, tools, and controls.
- Share market intelligence, lessons learned, and procurement best practices.
- Support the adoption of digital tools, automation, and AI-enabled solutions to improve procurement efficiency and reporting.
- Contribute to continuous improvement initiatives across the procurement function.
Qualifications & Experience
Education
- Bachelor's degree in Supply Chain Management, Procurement, Business Administration, or a related discipline.
- Professional procurement certification (CIPS, CPSM, or equivalent) is desirable.
Experience
- Minimum 8 years of procurement experience managing end-to-end sourcing and contracting activities.
- Experience using ERP and e-procurement systems, preferably Oracle Fusion.
- Strong knowledge of procurement policies, governance, compliance, and contracting practices.
- Proven experience in supplier negotiations and contract lifecycle management.
- Ability to manage multiple sourcing projects in a fast-paced, deadline-driven environment.
