A Project Leader plays a key role in guiding the successful delivery of complex IT initiatives. Acting as a trusted advisor to the Contracting Authority, this role oversees projects from initial planning through final implementation, ensuring alignment with business goals, contractual commitments, quality expectations, and agreed timelines, budgets, and resources.

Key Responsibilities :

  • Serve as a strategic advisor to the Contracting Authority, shaping realistic project plans aligned with organisational strategy and project objectives

  • Take full ownership of contract execution and delivery of all project outputs

  • Provide regular updates on project progress, risks, and performance to the Contracting Authority Project Manager

  • Lead the design, development, and deployment of software systems and interoperability components based on user requirements

  • Define project scope, objectives, deliverables, and success criteria

  • Develop, maintain, and execute project and quality plans, ensuring alignment with milestones

  • Estimate, plan, and manage project schedules, budgets, and resource needs in line with the agreed terms of reference

  • Anticipate and resolve issues related to capacity, risks, and deliverables

  • Guide and support project teams, review deliverables, and ensure accurate and timely reporting

  • Collaborate with programme and project managers to allocate appropriate IT resources

  • Participate in working groups and project progress meetings

  • Monitor project costs, timelines, and resource utilisation, applying corrective actions when needed

  • Ensure all delivered systems meet quality standards, acceptance criteria, and agreed tolerances

  • Manage change control processes and secure formal approval for project adjustments

  • Provide strong leadership to motivate teams and support continuous development

  • Oversee daily project operations and ensure adherence to methodologies and quality standards

  • Ensure compliance with security policies, ITSM practices, and project governance requirements

Required Skills & Competencies :

  • Strong leadership and stakeholder‑management capabilities

  • Proven experience delivering complex IT and software development projects

  • Excellent planning, organisational, and problem‑solving skills

  • Strong communication and reporting abilities

  • Ability to manage multiple priorities, budgets, and resources effectively

  • Solid understanding of quality, security, and IT governance frameworks
