Role Overview
Leads the development of large-scale capital projects from strategic concept through to a fully defined, decision-ready and delivery-ready baseline. Responsible for governance, requirements definition, feasibility, phasing, and coordination with consultants and delivery partners.
Key Responsibilities
- Governance: Establish stage-gates, reporting cadence, decision logs, and change control.
- Concept / Design Brief: Define and consolidate requirements, including functional, technical, ESG, and phasing strategies.
- Consultant Management: Support procurement and manage consultants to deliver integrated outputs.
- Delivery Coordination: Act as the key interface with delivery partners and ensure a clear handover baseline.
- Cost, Schedule & Risk: Maintain timelines, cost evolution, and risk mitigation.
- Approvals & Readiness: Coordinate planning, utilities, and authority approvals.
- Operational Readiness: Embed FM, ICT, and operational considerations early in the design process.

Experience & Requirements
- 10–15+ years in capital project development (campuses, districts, mixed-use, or similar)
- Strong experience in briefing, feasibility, stage-gates, and procurement readiness
- Proven skills in stakeholder management, cost/schedule/risk governance, and authority coordination
- GCC experience preferred
Qualifications
- Degree in Engineering, Architecture, Construction, or Project Management
- PMP, PRINCE2, or RICS preferred
